ETS Security Overview - Saudi Arabia

Saudi Arabia is one of the most influential countries in the Middle East, known for its vast oil reserves and strategic importance in the global economy. While the Kingdom has undergone significant modernization and reform efforts in recent years, particularly under the leadership of Crown Prince Mohammed bin Salman, it continues to face several security challenges. These include terrorism, regional instability, civil unrest, and internal political tensions. Understanding these risks is essential for travelers, expatriates, and businesses operating in the country.

It is considered a high threat location for terrorism having long been a target for extremist groups, particularly Al-Qaeda and ISIS. While Saudi security forces have largely contained these groups, the risk of terrorist attacks remains, especially targeting government buildings, security personnel, and foreign interests. It’s very likely these groups have both the intent and capability to execute further attacks against foreign travelers if the opportunity arises.  Having ground knowledge and understanding of local cultures is vital for safe movements in this region.

Saudi Arabia has been involved in the conflict in neighboring Yemen since 2015, leading a coalition against the Iranian-backed Houthi rebels. In response, the Houthis have launched missile and drone attacks into Saudi territory, targeting critical infrastructure, including airports, oil facilities, and military bases. Eastern provinces like Qatif and al-Hasa, as well as border regions with Yemen, are considered higher-risk areas due to potential attacks from Iranian-backed groups and cross-border incursions from Houthi rebels.

Jeddah, located on Saudi Arabia’s Red Sea coast, is the second-largest city in the Kingdom and a major commercial hub. It serves as the gateway for pilgrims to the Islamic holy cities of Mecca and Medina and is an important location for international businesses and expatriates. While Jeddah is generally considered low risk, certain security challenges such as terrorism, missile attacks, crime, and political tensions exist. Travelers and expatriates should be aware of these risks and take appropriate precautions to ensure their safety.

Jeddah, like the rest of Saudi Arabia, has a relatively low crime rate due to strict law enforcement and conservative social norms. However, petty crimes such as pickpocketing and bag snatching can occur, particularly in crowded areas such as markets, shopping malls, and public transport hubs. Violent crime is rare in Jeddah, but expatriates should be aware of risks such as armed robbery, particularly in isolated areas or late at night. While the city is generally safe, foreigners should take basic precautions, such as avoiding poorly lit areas and not walking alone at night.

Saudi Arabia has one of the highest rates of road traffic accidents globally, and Jeddah is no exception. Reckless driving, speeding, and poor adherence to traffic laws are common, contributing to frequent accidents. Expatriates should drive defensively and always wear seat belts. Night driving is particularly dangerous due to speeding and poor visibility in some areas.

Jeddah is prone to flash flooding during the rainy season, typically between November and January. Poor drainage systems in some parts of the city exacerbate flooding, leading to road closures, property damage, and disruptions to daily life. In 2009 and 2011, severe flooding in Jeddah caused significant damage and loss of life.
