Saudi Arabia is one of the most influential countries in the Middle East, known for its vast oil reserves and strategic importance in the global economy. While the Kingdom has undergone significant modernization and reform efforts in recent years, particularly under the leadership of Crown Prince Mohammed bin Salman, it continues to face several security challenges. These include terrorism, regional instability, civil unrest, and internal political tensions. Understanding these risks is essential for travelers, expatriates, and businesses operating in the country.

It is considered a high threat location for terrorism having long been a target for extremist groups, particularly Al-Qaeda and ISIS. While Saudi security forces have largely contained these groups, the risk of terrorist attacks remains, especially targeting government buildings, security personnel, and foreign interests. It’s very likely these groups have both the intent and capability to execute further attacks against foreign travelers if the opportunity arises.  Having ground knowledge and understanding of local cultures is vital for safe movements in this region.

Saudi Arabia has been involved in the conflict in neighboring Yemen since 2015, leading a coalition against the Iranian-backed Houthi rebels. In response, the Houthis have launched missile and drone attacks into Saudi territory, targeting critical infrastructure, including airports, oil facilities, and military bases. Eastern provinces like Qatif and al-Hasa, as well as border regions with Yemen, are considered higher-risk areas due to potential attacks from Iranian-backed groups and cross-border incursions from Houthi rebels.

Riyadh, the capital of Saudi Arabia, is a modern and rapidly developing city with significant political, economic, and cultural importance. As the center of Saudi government operations and home to major businesses and expatriate communities, Riyadh presents a generally safe environment compared to many cities in the region. However, the city still faces certain security challenges, including terrorism, missile and drone attacks, crime, and political tensions. Understanding these risks is essential for travelers, expatriates, and businesses operating in the city.

Crime levels in Riyadh are generally low, particularly in comparison to other major cities around the world. Petty crimes, such as pickpocketing and bag snatching, are uncommon but can occur in crowded areas like markets, malls, and public transport hubs. Violent crime, such as armed robbery or assault, is rare in Riyadh, thanks to strict law enforcement and harsh penalties under Saudi law. However, expatriates should remain cautious in isolated areas or when traveling at night.

Travel by road is medium risk. Road surface conditions are below the standard recognized by western travelers however, most major cities are generally adequate.  Rural roads are unsafe and poorly constructed with no road markings, reduced visibility due to poor lighting and dusty surfaces, and unexpected hazards are frequent. Most Saudi drivers are known to drive erratically while traveling through remote locations and these roads are considered dangerous.

Road traffic accidents are a major public health concern in Riyadh, as the city has one of the highest rates of road fatalities in the world. Reckless driving, speeding, and poor adherence to traffic laws are common. Expatriates should exercise caution when driving and always wear seat belts. Night driving is particularly dangerous due to the risk of speeding and poor lighting in some areas. Riyadh’s public transportation system is under development, with the Riyadh Metro expected to significantly improve transport options in the city. Until then, taxis, ride-hailing apps like Uber and Careem, and private transportation options are commonly used. It is recommended to use licensed taxi services or ride-hailing apps for safety and convenience.
