ETS Security Overview - Haiti
Haiti is considered a high-risk destination. Located in the Caribbean, it is one of the poorest countries in the Western Hemisphere, with a long history of political instability, economic hardship, and natural disasters. The country's security situation has deteriorated significantly in recent years, primarily due to widespread gang violence, political crises, and weak governance. Haiti’s challenges pose significant risks to travelers, businesses, and international organizations operating within its borders.
The country has been facing prolonged political instability, with frequent changes in government, power struggles, and public protests. The 2021 assassination of President Jovenel Moïse exacerbated the political crisis, leaving a power vacuum that has been difficult to fill. The country's political system remains fragile, with no functioning parliament and delayed elections further destabilizing the political environment. This political instability has contributed to lawlessness, with armed groups and gangs filling the void left by the weakened government. Protests over economic issues, government corruption, and political demands are frequent and can quickly turn violent, particularly in Port-au-Prince.
Port-au-Prince, the capital of Haiti, is the center of the country’s political, economic, and cultural life. However, the city is also deeply affected by the country's severe challenges, including widespread gang violence, political instability, economic hardship, and a deteriorating humanitarian situation. Port-au-Prince is considered one of the most dangerous cities in the Caribbean due to these ongoing issues.
Gang violence is one of the most significant threats in Port-au-Prince, with large portions of the city under the control of armed gangs. These gangs engage in criminal activities, including extortion, kidnapping for ransom, and drug trafficking. Gang warfare frequently erupts over territorial disputes, leading to high levels of violence, including shootings and massacres.
Major areas of the city, including key transportation routes, neighborhoods, and parts of the commercial sector, are controlled by gangs. The government and police forces are often unable to maintain effective control over these areas, resulting in high levels of insecurity. Movement within the city is severely restricted by these dynamics, with some areas being effectively off-limits due to the risk of violence. Beyond gang violence, Port-au-Prince suffers from high levels of petty and violent crime. Armed robberies, assaults, and carjackings are common, particularly in poorer neighborhoods and areas with minimal police presence. Criminals may also target homes and businesses, especially in wealthier parts of the city, where they believe they can extract higher financial rewards.
Port-au-Prince is deeply affected by Haiti’s ongoing humanitarian crisis. The city struggles with widespread poverty, food insecurity, and inadequate healthcare services. The breakdown of basic services due to violence, political instability, and natural disasters has left many residents in dire need of assistance.
Haiti is prone to natural disasters, particularly earthquakes and hurricanes, which compound the security challenges in Port-au-Prince. The 2010 earthquake devastated the city, and many buildings remain vulnerable to future seismic activity. Hurricanes during the rainy season also pose significant risks, causing flooding and landslides that can further disrupt the already fragile infrastructure.
If travel is necessary, avoid public transportation and instead rely on trusted private Secure Transportation or security escorts. Travel should be limited to daylight hours, and trips through gang-controlled areas should be avoided entirely. Avoid stopping in high-traffic areas, especially where vehicles may be forced to slow or stop, as these areas are hotspots for crime, including carjackings and theft. Armored vehicles and armed local support should be considered whenever moving within Haiti.
