ETS Security Overview - Kazakhstan

Kazakhstan, the largest landlocked country in the world and a prominent player in Central Asia, is known for its vast natural resources, especially oil and gas, and its strategic location between Europe and Asia. While Kazakhstan is generally a low risk and stable country, it faces various security challenges, including organized crime, corruption, and occasional civil unrest. The country is also situated in a geopolitically sensitive region, bordering Russia, China, and other Central Asian nations.

The country has a relatively low threat of terrorism compared to other Central Asian nations. However, the government remains vigilant due to the presence of radical Islamist groups and the possibility of attacks by extremist organizations. The potential for terrorism is driven by internal and regional issues, including Kazakhstan’s proximity to countries with higher terrorism risks and its historical connection to global jihadist movements.

There is concern about the activities of radical Islamist groups such as Jund al-Khilafah (Soldiers of the Caliphate), which has been linked to ISIS. Additionally, some Kazakh nationals have traveled to Syria and Iraq to join ISIS and may pose a threat upon return. Kazakhstan shares borders with countries like Kyrgyzstan and Uzbekistan, which have seen higher levels of extremist activity in the past. This means that terrorist attacks in Kazakhstan can’t be ruled out. Attacks could be indiscriminate, including in places visited by foreigners. Be alert to any security-related announcements by the Kazakh authorities. If in any doubt, keep in touch with your local Embassy in Nur Sultan.

Nur-Sultan, the capital of Kazakhstan, is a relatively modern and well-planned city that serves as the country’s political, economic, and cultural center. While Kazakhstan, including Nur-Sultan, is considered relatively stable and low risk compared to other countries in Central Asia, there are still risks related to petty crime, political protests, corruption, and natural hazards. As an emerging hub for international business and diplomacy, Nur-Sultan attracts foreign visitors, diplomats, and business travelers, all of whom should remain aware of potential risks.

Pickpocketing, bag snatching, and theft from vehicles are the most common crimes in Nur-Sultan. These incidents typically occur in busy public spaces such as markets, shopping centers, and transportation hubs. Bayterek TowerKhan Shatyr, and Nurzhol Boulevard are popular areas that attract both tourists and petty criminals. Visitors should be mindful of their belongings, avoid displaying valuables in public, and remain vigilant in crowded areas. Violent crime, including assaults and robberies, is relatively rare in Nur-Sultan, especially in comparison to other cities in Kazakhstan. However, travelers should avoid poorly lit or isolated areas at night and use trusted transportation options, such as taxis or ride-hailing services like Yandex Taxi or Uber.

Nur-Sultan, as the country’s capital, is the focal point for political activity. Protests, although infrequent, typically occur in response to political decisions or social issues. In January 2022, large-scale protests erupted across Kazakhstan over fuel price hikes, including in Nur-Sultan. These protests quickly escalated into violent clashes with security forces, prompting a state of emergency. Such protests are rare but demonstrate that civil unrest can arise rapidly. The Kazakh government is known to take a hard stance on unauthorized protests. Police and security forces typically respond swiftly to demonstrations, often arresting protesters and dispersing crowds. Travelers should avoid political gatherings or large crowds, as situations can escalate quickly, especially if security forces intervene.

Road conditions in Nur-Sultan are generally good, but traffic congestion can be an issue during peak hours. During winter, icy roads and heavy snow can make driving hazardous. Travelers should avoid driving in such conditions and instead use trusted transportation options like taxis or ride-hailing apps. Additionally driving standards are not considered to be of a high level which dramatically increases the risk of an incident. It is important that should you need to travel, you have professional drivers who can ensure you arrive at your destination safely.
