ETS Security Overview – Jakarta

Indonesia, the world’s largest archipelago and the fourth-most populous country, is known for its rich cultural diversity, vibrant tourism industry, and strategic economic position in Southeast Asia. While Indonesia is a popular tourist destination, especially for visitors to Bali, Lombok, and Jakarta, the country faces a range of security challenges, including terrorism, civil unrest, natural disasters, and crime. Travelers should be aware of these risks and take appropriate precautions, particularly when visiting higher-risk regions.

Terrorism remains one of the most significant threats in Jakarta as well as Indonesia generally,, though the overall situation has improved in recent years due to stronger counterterrorism measures. The country has experienced multiple high-profile attacks carried out by Islamist extremist groups. Terrorist groups such as Jemaah Islamiyah (JI), Jemaah Ansharut Daulah (JAD)(linked to ISIS), and splinter factions remain active in Indonesia. These groups aim to establish an Islamic state and have targeted government buildings, security forces, and foreigners in the past. Indonesia has witnessed several major terrorist attacks, including the 2002 Bali bombings that killed over 200 people (mostly foreign nationals) and the 2009 Jakarta hotel bombings at the JW Marriott and Ritz-Carlton hotels. More recently, in 2018, suicide bombings targeting churches in Surabaya killed 28 people, including the attackers.

Jakarta, the capital of Indonesia, is a vibrant metropolis that serves as the country’s economic, political, and cultural center. Despite its status as a major international hub, Jakarta faces a variety of security challenges, including terrorism, crime, civil unrest, and natural disasters. Visitors and residents should remain cautious, particularly in certain high-risk areas and during politically charged periods.

Crime rates in Jakarta are generally moderate compared to other Southeast Asian capitals, but both petty and violent crime are concerns, particularly for foreign nationals and expatriates. Pickpocketing, bag snatching, and theft from vehicles are the most common forms of crime in Jakarta, especially in crowded areas such as Tanah AbangSarinah MallSudirman, and public transport hubs. Tourists and expatriates should avoid displaying valuables in public and be cautious in busy areas. While violent crime is relatively low, incidents such as muggings, armed robberies, and assaults do occur, particularly at night and in less-policed areas. Criminals may target foreigners, assuming they are carrying significant amounts of cash or valuable items. Violent crime is more common in isolated or poorer neighborhoods.

Jakarta frequently experiences demonstrations and protests, particularly in response to political events or economic conditions. While many protests are peaceful, they can quickly escalate into violent clashes between demonstrators and police. The 2019 post-election protests were among the most significant in recent years, leading to several days of clashes between police and demonstrators. During periods of political tension, public transport and traffic are often disrupted by roadblocks or rallies.

Corruption remains an issue in Jakarta, particularly among lower-level officials and law enforcement. Tourists and expatriates may encounter requests for bribes during interactions with local authorities, such as at traffic stops or in bureaucratic processes. It’s advisable to remain calm, request identification, and avoid offering bribes unless absolutely necessary.

Jakarta is vulnerable to several natural disasters, including floods, earthquakes, and volcanic activity. Its location near the Pacific Ring of Fire makes it prone to seismic activity.

Flooding: Jakarta experiences frequent flooding, particularly during the rainy season (November to March). Poor drainage systems and the city’s low-lying geography exacerbate the problem, leading to road closures, power outages, and water contamination. Flood-prone areas include North Jakarta and low-lying parts of Central Jakarta.

Earthquakes: Indonesia’s location on the Pacific Ring of Fire makes it prone to earthquakes, and while Jakarta is not the most seismically active region, tremors do occasionally occur. Travelers should familiarize themselves with earthquake safety protocols, particularly if staying in high-rise buildings.

Volcanic Eruptions: While Jakarta itself is not directly threatened by volcanic eruptions, nearby volcanoes such as Mount Merapi and Mount Krakatoa could impact the region. Ash clouds from eruptions can disrupt air travel and pose health risks.
