ETS Security Overview - Mexico

Mexico is a diverse country with rich cultural, historical, and natural attractions, making it one of the top global tourist destinations. While many regions of Mexico are safe for travelers, the country faces significant security challenges, particularly in areas affected by organized crime and drug cartel activity. Violence related to cartel conflicts, as well as crime, can impact both residents and visitors. However, the risks vary greatly depending on the region. More than ever before, business travelers unaware of the risk distinctions from district to district, and neighborhood to neighborhood are either placing themselves at unprecedented risk or missing out on closing deals in places where the risk is manageable.Click here to learn more about Mexico Risk and Security.

Guadalajara, the capital of Jalisco and the second-largest city in Mexico, is an important economic, cultural, and tourist hub. Known for its mariachi music, tequila, and rich colonial history, it is a popular destination for both international tourists and expatriates. However, despite its economic development and cultural appeal, Guadalajara faces significant security challenges, primarily related to organized crime, corruption, and civil unrest. While many areas of the city are generally low risk, heightened vigilance and security precautions are necessary.

Crime remains a key concern in Guadalajara, with a mixture of petty crime and more serious cartel-related violence, especially in certain areas. The city’s position as a major economic hub has attracted organized crime groups, particularly the Jalisco New Generation Cartel (CJNG), one of Mexico’s most powerful and violent criminal organizations. Guadalajara is a stronghold for the CJNG, which is involved in drug trafficking, extortion, and violence. Although cartel violence typically targets rival gangs or government officials, incidents such as shootouts, targeted killings, and kidnappings can affect bystanders. The city has seen a rise in violence as the CJNG and other groups compete for control of trafficking routes and territory.Homicides, kidnappings, and assaults are concerns in certain areas of Guadalajara. Violent crime, often linked to organized crime, can spill over into public spaces. While tourists are not the primary targets, they can be caught in the crossfire or fall victim to violent crime in high-risk areas.

Petty theft, including pickpocketing, purse snatching, and ATM fraud, is a frequent issue in busy areas such as markets, public squares, and transport hubs. Tourist areas and shopping centers, particularly in Guadalajara’s Historic Center (Centro Histórico), can attract opportunistic criminals. Taxis hailed off the street can pose safety risks, including inflated fares and, in some cases, involvement in crimes such as express kidnappings. It is recommended to use authorized taxi services or ride-hailing apps like Uber, which are generally considered safer and more reliable.

Guadalajara has a relatively efficient public transportation system, including buses, a metro, and light rail. However, buses and public transit can be crowded and are often hotspots for pickpocketing and petty crime. Tourists should avoid displaying valuables and remain vigilant, especially in crowded transit areas. Driving in Guadalajara can be challenging due to heavy traffic, aggressive driving, and poorly maintained roads in some areas. Accidents are common, and it is advised to use professional transportation services or avoid driving, especially at night.

Corruption is a persistent problem in Guadalajara, particularly within local law enforcement. Tourists may encounter demands for bribes, particularly during traffic stops or minor legal infractions. Visitors should remain calm and avoid paying bribes directly. Instead, ask for official documentation and keep records of the interaction.

Guadalajara is located in a seismic zone, making it vulnerable to earthquakes. The region experiences frequent, though mostly minor, tremors. Additionally, the city is prone to flooding during the rainy season (June to October), which can lead to disruptions in transportation and infrastructure. Visitors should familiarize themselves with earthquake and flood safety procedures.

A multitude of threats exist within Mexico, as per any other LATAM country. Whether Crime, Narco-Terrorism, road safety, or natural disaster, it is important to speak with our risk management specialists to understand risk specific to your local area of operations and travel itinerary.
