ETS Security Overview - Senegal
Senegal, located in West Africa, is considered one of the more stable and countries in the region. Known for its political stability, democratic governance, and relatively low levels of violence, Senegal has maintained a positive reputation compared to its neighbors. Dakar, the capital of Senegal, is one of the most important political and economic hubs in West Africa. As a vibrant and bustling city, it attracts expatriates, businesses, and tourists from around the world. However, like any major urban center, Dakar faces security challenges, including petty crime, occasional violent crime, political protests, and natural hazards.
Petty crime, such as pickpocketing, bag snatching, and theft from vehicles, is the most common threat in Dakar, particularly in tourist areas, markets, and public transportation hubs. Tourists and expatriates are often targeted, and incidents are more frequent in crowded places. Neighborhoods like Plateau, Medina, Sandaga Market, and Dakar's Corniche are known hotspots for pickpocketing and theft. Visitors should exercise caution in these areas, especially at night and during large gatherings.
While Dakar is not a major hub for organized crime, there are elements of smuggling, drug trafficking, and other illicit activities present in the city due to Senegal’s role as a transit point for drugs from Latin America to Europe. Violent crime, including muggings and armed robberies, is less common in Dakar than in many other African cities, but incidents can occur, particularly in less secure areas and at night. Violent crime is more likely in isolated or poorly lit areas, and expatriates and tourists should avoid walking alone after dark.
Senegal has not experienced significant terrorist attacks, but the country is located in a region where terrorist groups operate, particularly in neighboring Mali and Mauritania. Groups such as Al-Qaeda in the Islamic Maghreb (AQIM)and Jama’at Nasr al-Islam wal Muslimin (JNIM) are active in the Sahel and could pose a cross-border threat to Senegal. The Sahel region includes Burkina Faso, Mali, Mauritania, Niger and Chad but the threat may extend to other neighbouring countries, including Senegal, and the wider region due to the porous nature of the borders and the desire from these groups to demonstrate capability and influence across the wider region’
Corruption is an ongoing issue in Senegal, particularly within the public sector, including law enforcement and government services. While corruption may not directly affect tourists, expats, and businesses, there have been reports of police soliciting bribes during traffic stops or other interactions. Police are generally reliable in Dakar, particularly in tourist areas. However, response times may vary, and police effectiveness can be limited in some situations. Expats and tourists are advised to handle interactions with law enforcement cautiously and avoid offering bribes.
Dakar, like the rest of Senegal, faces risks from mosquito-borne diseases such as malaria, dengue fever, and chikungunya, particularly during the rainy season (June to October). Travelers should take precautions such as using insect repellent, sleeping under mosquito nets, and taking anti-malarial medication. Diseases such as typhoid, cholera, and hepatitis A are present in some areas, particularly where sanitation infrastructure is inadequate. Tap water in Dakar is not always safe to drink, so bottled or filtered water is recommended.
Road traffic accidents are a significant concern in Dakar due to reckless driving, poorly maintained vehicles, and inconsistent enforcement of traffic laws. Pedestrians should exercise caution when crossing roads, as traffic can be chaotic, particularly during rush hour. Public transportation, including buses and minibuses (known as car rapides), can be unsafe due to overcrowding, poor maintenance, and reckless driving. Expats and tourists are advised to use taxis or ride-hailing services like Yango for safer and more reliable transportation.
