ETS Security Overview - Ecuador

Ecuador is considered a moderate risk travel destination. Located on the northwestern coast of South America, it is known for its diverse landscapes, including the Amazon rainforest, Andean highlands, and the Galápagos Islands. It is a popular destination for tourists and expats alike due to its rich cultural heritage, vibrant cities like Quito and Guayaquil, and stunning natural attractions. However, Ecuador faces security challenges, including petty crime, drug trafficking, and civil unrest is common,  Crime is prevalent with muggings, robbery of personal effects, and pickpocketing frequently reported, particularly in the cities. Methods of distraction are typically used by thieves such as asking for directions or staging a fight before committing the crime.  Criminal gangs are not afraid to use armed violence.

Cuenca, located in the southern highlands of Ecuador, is the country’s third-largest city and a UNESCO World Heritage site. Known for its well-preserved colonial architecture, vibrant cultural scene, and appeal to retirees and expatriates, Cuenca is generally considered lower risk than Ecuador’s larger cities like Quito and Guayaquil. Despite this, Cuenca still faces security risks, including petty crime, civil unrest, and natural hazards such as landslides and floods.

Petty crime, such as pickpocketing, bag snatching, and theft, is the most common security concern in Cuenca. These incidents are more likely to occur in crowded areas such as El Centro (the historic district), public markets, and bus stations. Tourists should keep their belongings secure, avoid displaying valuables like smartphones or cameras, and be cautious in crowded areas.

While violent crime is less frequent in Cuenca compared to larger cities, there have been reports of home burglaries and break-ins, particularly in expatriate neighborhoods. Residents should ensure that their homes have secure doors, windows, and, if possible, security systems.

Road accidents are common, especially during the rainy season or during the hours of darkness. Road conditions in Ecuador vary widely, with urban roads generally well-maintained, but rural and mountain roads can be poorly maintained and dangerous, particularly during the rainy season. Traffic accidents are common due to reckless driving, poor road conditions, and landslides in mountainous areas. It is advisable to use trusted transportation services, and visitors unfamiliar with driving in Ecuador should avoid renting cars in rural areas.  Ecuador has one of the highest death rates from road traffic accidents (RTCs) in Latin America (LATAM).
