ETS Security Overview - Morocco

Morocco is generally considered a stable country in North Africa, with a robust security environment. The government maintains a high level of control and cooperation with international partners to mitigate threats, particularly in counterterrorism. However, like any country, Morocco faces risks, particularly from terrorism, political unrest, and petty crime. Its proximity to regions with heightened security concerns, such as the Sahel and Western Sahara, also contributes to the broader security landscape. While Morocco is a popular destination for tourists and businesses, visitors should remain vigilant and aware of evolving security threats.

Terrorism remains the primary security threat in Morocco, though the country has been highly proactive in dismantling terrorist cells and thwarting planned attacks. Morocco’s intelligence services and security forces, in cooperation with international partners, have successfully disrupted numerous extremist networks. Despite this, the risk of terrorism cannot be completely discounted, particularly in light of ongoing regional instability in North Africa and the Sahel.  The primary terrorist threat stems from Islamic extremist groups, including local cells influenced by Al-Qaeda and the Islamic State (ISIS). These groups are primarily focused on destabilizing regional governments and targeting Western interests.

Casablanca, Morocco’s largest city and economic hub, is a key commercial center with a bustling urban environment. Although generally safer than many other cities in the region, Casablanca does face a range of security threats, including petty crime, terrorism, and civil unrest. Its role as a major business and transportation hub also means it attracts international visitors and expatriates, making it an important target for opportunistic criminals and, potentially, extremist groups. 

Casablanca has a relatively high level of petty crime compared to other Moroccan cities, with petty crime such as pickpocketing, bag snatching, and scams being the most common threat faced by travelers. Violent crime is relatively rare, though it can occur in larger cities or less-policed areas. The risk of crime is heightened in crowded tourist areas, marketplaces, and during late-night hours. There have been incidents involving the use of knives against tourists in street attacks, thefts, and burglaries. Women should exercise caution, particularly when traveling alone as they could be vulnerable to unwanted attention or harassment. In a 2018 attack, extremists claiming allegiance to ISIS specifically targeted two female Scandinavian tourists, following them into a remote hiking area near Imlil, and murdered them.

Morocco has a poor road safety record. In 2013, nearly 4,000 people were killed and over 100,000 injured as a result of traffic incidents. Road Traffic Crashes (RTCs) are a major concern. Casablanca's roads can be chaotic, with heavy traffic congestion, aggressive driving, and inconsistent enforcement of traffic rules. Traffic accidents are a common risk, especially during peak hours. Pedestrians should exercise caution, as crosswalks and traffic lights are not always adhered to by drivers.
