ETS Security Overview - China
China’s political status is that of a one-party state, controlled by the Communist Party of China (CPC). The CPC runs the state media closely and other media outlets such as 3rd party news reporting and journalistic investigations are closely monitored. In addition to this, the internet is tightly controlled and social networking is heavily restricted. China has one of the most advanced surveillance networks globally, and the government closely monitors both online and offline activities. Visitors should be cautious about discussing sensitive political topics or engaging in any form of protest, as such activities are strictly controlled by the government.
There are ongoing territorial disputes with neighbouring countries that have led to high levels of tension. Internally Hong Kong remains a hotspot for protesting due to political tensions mainly arising from the National Security Law in June 2020 and the resulting concerns over human rights and democracy. There are also autonomous regions in China such as Tibet and Xinjiang where the political situation and international scrutiny present complex challenges for businesses and travellers alike. High levels of surveillance, potential risks of arbitrary detention, and global criticism of China’s policies make them high-risk regions, both for security and human rights considerations. There is an increased risk of attack from armed criminals in remote areas with the regions bordering on Siberia, Pakistan, Kazakhstan, Vietnam, Laos and Burma poorly policed whilst In Yunnan Province, drug smuggling and violent crime has been on the rise.
Beijing, the capital of China, is a bustling metropolis that balances rapid modernization with deep cultural heritage. While the city is generally considered low risk for travellers and expatriates, it is important to be aware of certain risks and exercise caution in specific areas.Although Beijing has a low rate of violent crime, personal attacks, including sexual assaults do occur, including through drinks being spiked. Women, travelling alone or with female friends, could be at greater risk. Serious crime against foreigners is relatively rare, but incidents do occur and less serious crime is not unusual, particularly at major tourist sites and other busy places, especially where foreigners gather. Avoid travelling in unmarked or unmetered taxis, as there have been incidents of sexual assault and robbery against foreigners.
Beware of common scams in popular tourist areas. Examples being fake taxis or the ‘tea tasting’ or ‘massage’ scam. You may be invited to visit a bar, to participate in tea tasting or for a massage, but then face demands for an exorbitant fee. This can be followed by threats or actual violence, and credit card fraud. Check QR code stickers on rental bicycles carefully before using them. There have been cases of the legitimate barcode being replaced with a false code, which redirects money to a different account.
The overall terrorism threat in Beijing is low, thanks to China’s extensive counter-terrorism infrastructure and one of the world’s most advanced surveillance systems, which includes widespread use of facial recognition technology, video monitoring, and data tracking. China’s most significant terrorism concern stems from domestic separatist movements, particularly related to the Uyghur population in Xinjiang. Some Uyghur groups, including the East Turkestan Islamic Movement (ETIM), have been linked to violent attacks in the past and The Chinese government has cited this as a reason for its stringent counter-terrorism policies. However, there have been very few incidents in Beijing directly attributed to these groups, especially in recent years.
Road travel in China is considered to be relatively high risk and this is due to heavy congestion combined with generally low driving standards which lead to frequent accidents. The roads are paved in the cities but in rural areas they sometimes are not. Because of the vast amount of traffic in cities, it is recommended that you have a driver who knows the routes and can navigate effectively to get you to your destination while also understanding local law in the event of an accident.
China is prone to various natural disasters such as typhoons, earthquakes and flooding. Roads can be dramatically affected by any of these and certainly in rural areas roads can be washed away in the event of a flood or landslide. Typhoon season in China runs between May and November.
