ETS Security Overview – Indonesia

Indonesia, the world’s largest archipelago and the fourth-most populous country, is known for its rich cultural diversity, vibrant tourism industry, and strategic economic position in Southeast Asia. While Indonesia is a popular tourist destination, especially for visitors to Bali, Lombok, and Jakarta, the country faces a range of security challenges, including terrorism, civil unrest, natural disasters, and crime. Travelers should be aware of these risks and take appropriate precautions, particularly when visiting higher-risk regions.

Terrorism remains one of the most significant threats in Indonesia, though the overall situation has improved in recent years due to stronger counterterrorism measures. The country has experienced multiple high-profile attacks carried out by Islamist extremist groups. Terrorist groups such as Jemaah Islamiyah (JI), Jemaah Ansharut Daulah (JAD)(linked to ISIS), and splinter factions remain active in Indonesia. These groups aim to establish an Islamic state and have targeted government buildings, security forces, and foreigners in the past. Indonesia has witnessed several major terrorist attacks, including the 2002 Bali bombings that killed over 200 people (mostly foreign nationals) and the 2009 Jakarta hotel bombings at the JW Marriott and Ritz-Carlton hotels. More recently, in 2018, suicide bombings targeting churches in Surabaya killed 28 people, including the attackers.

Bali is one of Indonesia’s most popular tourist destinations, known for its vibrant culture, beautiful beaches, and thriving hospitality industry. While Bali is relatively safer compared to many other parts of Indonesia, it is not free from security challenges, including petty crime, occasional terrorism risks, natural disasters, and health-related concerns. Visitors to Bali should exercise caution, particularly in crowded areas, and stay informed about potential risks.

Bali has experienced devastating terrorist attacks in the past, particularly targeting foreigners in tourist-heavy areas. The most significant terrorist attack in Bali’s history occurred in 2002 when a series of bombings in the popular nightlife area of Kuta killed 202 people, most of whom were foreign nationals. This attack was carried out by Jemaah Islamiyah (JI), an extremist group linked to Al-Qaeda. A second set of bombings occurred in 2005, targeting restaurants in Jimbaran and Kuta, killing 20 people. While there have been no major incidents in recent years, the threat of terrorism remains.

There are relatively low levels of violent crime, but petty crime remains a concern, especially in areas frequented by tourists. The most common crimes in Bali are pickpocketing, bag snatching, and theft from vehicles. These incidents tend to occur in crowded tourist areas, including Kuta Beach, Legian, Seminyak, and Ubud. Travelers should avoid carrying large amounts of cash, keep valuables secure, and be cautious in busy areas. Violent crime, such as robbery or assault, is rare in Bali but can happen, especially late at night or in isolated areas. Incidents of sexual harassment, particularly targeting female travelers, have been reported in some parts of Bali.

Bali is located in a seismically active region, making it prone to natural disasters such as volcanic eruptions, earthquakes, and tsunamis. Bali is home to Mount Agung, an active volcano that poses a significant threat. The volcano last erupted in 2017 and 2019, leading to mass evacuations and the temporary closure of Ngurah Rai International Airport due to ash clouds. Travelers should monitor local advisories and be prepared for sudden evacuations if volcanic activity increases. Mount Batur, another active volcano, is a popular hiking destination, but visitors should be cautious of the risk of eruptions. 

Located in the Pacific Ring of Fire, Bali is susceptible to earthquakes. While most tremors are minor, there is always the possibility of a larger earthquake that could cause significant damage. Buildings in Bali, particularly in rural areas, may not be constructed to withstand strong quakes. The risk of tsunamis is present due to Bali's coastal location and seismic activity. The Indonesian government has installed tsunami warning systems, and travelers should familiarize themselves with evacuation routes, especially if staying near the coast.

Driving in Bali can be challenging due to narrow roads, poor signage, and heavy traffic. Motorcycle accidents are common, particularly among inexperienced riders. If renting a motorbike, travelers should ensure they have a valid international driver’s license and always wear a helmet. Hiring a local driver is recommended for visitors unfamiliar with Bali’s traffic conditions. Bali lacks an extensive public transportation system. Buses are available but are generally infrequent and not well-suited for tourists.
