One of the most significant risks in Azerbaijan stems from its geopolitical situation, particularly the ongoing tensions with Armenia over the Nagorno-Karabakh region. Although a ceasefire has been in place since the conflict reignited in 2020, the situation remains volatile, and there have been sporadic clashes. Travelers are advised to avoid areas near the Armenia-Azerbaijan border and the Nagorno-Karabakh region due to the risk of military activity and unexploded ordnance​.

Crime rates in Azerbaijan are relatively low compared to other countries in the region. Although violent crime is relatively rare, petty crimes such as pickpocketing and bag snatching can occur, especially in crowded areas like markets, public transportation, and tourist spots in Baku, the capital city. Foreign nationals should remain vigilant in these areas, particularly at night, to avoid becoming targets of opportunistic theft​​. Females are vulnerable to inappropriate behaviour and unwanted attention from local males in the community. Avoid walking solo to reduce compromising your personal security.  

The standard of driving in Azerbaijan is poor. Local drivers are known to travel at excessive speeds where road and vehicle conditions are unsafe. The majority of drivers are uninsured, unqualified and generally show little regard for road traffic safety.  There is a high risk of road traffic collisions (RTCs) due to the poor driving conditions, unpredictable driving behaviour and inadequate infrastructure. Foreign drivers should exercise caution and consider hiring a local driver if unfamiliar with the driving environment​
