Paraguay, a landlocked country in South America, is known for its growing economy, political stability, and relatively peaceful environment. However, it also faces several security challenges, including organized crime, smuggling, drug trafficking, and corruption. These threats are particularly prevalent along the borders with Brazil and Argentina, where criminal activity is more concentrated. Understanding these risks is crucial for travelers, expatriates, and businesses operating in Paraguay.

Paraguay is a key transit country for drug trafficking, particularly for marijuana and cocaine destined for Brazil and Argentina. The Amambay Department, which borders Brazil, is a hotspot for drug trafficking and organized crime. While drug-related violence rarely targets tourists or expatriates, the presence of criminal organizations contributes to a higher level of violence in certain areas. Criminal groups, including Brazilian gangs like the Primeiro Comando da Capital (PCC), operate in Paraguay, especially in Ciudad del Este and along the border with Brazil. These groups are involved in drug trafficking, smuggling, and other illicit activities. They sometimes clash with local law enforcement, leading to violent incidents.

Corruption remains a significant challenge in Paraguay, particularly within the public sector, including law enforcement and the judiciary. Bribery and influence-peddling are common, and businesses may face bureaucratic hurdles or requests for bribes when dealing with government officials. Corruption within the police force can lead to inconsistent enforcement of laws and a lack of accountability. This can impact the effectiveness of crime prevention and response. In some cases, foreign nationals may encounter requests for bribes during traffic stops or other interactions with police.

Asunción, the capital of Paraguay, is the country’s largest city and its political, economic, and cultural hub. While it is generally lower risk than many other South American capitals, Asunción still faces several security challenges, including petty crime, organized crime, political protests, and occasional natural disasters.

Petty crime, such as pickpocketing, bag snatching, and theft from vehicles, as well as scams aimed at tourists are the most common threats in Asunción, particularly in crowded areas. Markets, public transport hubs, and tourist areas are often targeted by petty criminals. Neighborhoods such as MicrocentroSan Lorenzo, and Mercado 4 are common hotspots for pickpocketing and theft. Visitors should be especially cautious in busy markets and transport terminals. Although violent crime is less prevalent than in some neighboring countries, it can occur, particularly in certain districts and at night. Robberies and muggings are more likely to occur in isolated or poorly lit areas.

 Organized crime groups, including Brazilian gangs such as the Primeiro Comando da Capital (PCC), have a presence in Paraguay, especially in areas near the borders with Brazil and Argentina. While their activities are more pronounced in border regions, their presence contributes to overall criminality in Asunción. Asunción is prone to seasonal flooding, particularly in low-lying areas near the Paraguay River, such as the Bañado Surand Bañado Norte neighborhoods. Flooding typically occurs during the rainy season from November to March, and it can lead to temporary displacement of residents, property damage, and transportation disruptions.

Foreign visitors traveling through remote locations can expect road surfaces to be mainly dirt tracks and cobbles, with poor markings and few road signs. Major cities are paved however road traffic accidents are a significant concern in Asunción, primarily due to reckless driving, poor vehicle maintenance, and a lack of enforcement of traffic laws. Traffic congestion is common in the city, particularly during peak hours, and pedestrians should exercise caution when crossing streets. Criminal gangs may take advantage of vehicles held in traffic for smash and grab opportunities.  

Public transport is generally unsafe due to poor maintenance, overcrowding and the increased risk of crime. Expats and tourists are advised to use ride-hailing services like Uber or registered taxis for safer and more secure transportation.
