Kazakhstan, the largest landlocked country in the world and a prominent player in Central Asia, is known for its vast natural resources, especially oil and gas, and its strategic location between Europe and Asia. While Kazakhstan is generally a low risk and stable country, it faces various security challenges, including organized crime, corruption, and occasional civil unrest. The country is also situated in a geopolitically sensitive region, bordering Russia, China, and other Central Asian nations.
The country has a relatively low threat of terrorism compared to other Central Asian nations. However, the government remains vigilant due to the presence of radical Islamist groups and the possibility of attacks by extremist organizations. The potential for terrorism is driven by internal and regional issues, including Kazakhstan’s proximity to countries with higher terrorism risks and its historical connection to global jihadist movements.
There is concern about the activities of radical Islamist groups such as Jund al-Khilafah (Soldiers of the Caliphate), which has been linked to ISIS. Additionally, some Kazakh nationals have traveled to Syria and Iraq to join ISIS and may pose a threat upon return. Kazakhstan shares borders with countries like Kyrgyzstan and Uzbekistan, which have seen higher levels of extremist activity in the past. This means that terrorist attacks in Kazakhstan can’t be ruled out. Attacks could be indiscriminate, including in places visited by foreigners. Almaty is Kazakhstan’s largest city and its former capital, serving as the country’s financial, cultural, and economic hub. Although the capital was moved to Nur-Sultan (formerly Astana), Almaty remains a vibrant city with a significant expatriate community and is a key destination for business and tourism in Central Asia. While generally low risk, Almaty faces several security challenges, including petty crime, occasional civil unrest, corruption, and natural hazards like earthquakes. Visitors should exercise caution and stay informed about potential risks.
Almaty has a moderate crime rate, with most incidents involving petty crimes like theft and scams. Violent crime is less common but does occur, particularly in certain parts of the city and during late hours. Pickpocketing, bag snatching, and theft from vehicles are common forms of crime, especially in crowded public spaces, markets, and transportation hubs. Popular areas such as Zhibek Zholy Street (Arbat), Panfilov Park, and tourist attractions like Kok Tobe Hill are prone to petty crime. Travelers should avoid displaying valuables in public, secure their belongings, and be cautious in crowded areas.
Kazakhstan is generally politically stable, but Almaty has seen occasional protests and demonstrations, often triggered by economic issues, government policies, or political events. These protests are usually peaceful, but there is a potential for them to escalate into violence, especially if security forces intervene. In January 2022, Almaty experienced widespread protests over fuel price hikes, which escalated into violent clashes with security forces. The government imposed a state of emergency, and significant unrest occurred, leading to property damage and several fatalities. These protests were a rare occurrence but demonstrated the potential for unrest to flare up in the city.
Corruption is a known issue in Kazakhstan, affecting various sectors, including law enforcement, the judiciary, and public services. Travelers may encounter requests for bribes or be subject to extortion by local officials. While not all interactions with police or government officials involve corruption, travelers should be aware that some officials may solicit bribes, especially during traffic stops or minor infractions. It is advisable to remain calm, ask for identification, and avoid offering bribes unless absolutely necessary.
Almaty is located in a seismically active zone, making it prone to earthquakes. Additionally, the city experiences extreme weather conditions, particularly during winter, and is vulnerable to floods and landslides. The city lies near the Tien Shan Mountains, a region prone to seismic activity. While large earthquakes are infrequent, smaller tremors do occur, and the risk of a significant earthquake is always present. Buildings in Almaty may not always be earthquake-resistant, particularly in older neighborhoods. Travelers should familiarize themselves with earthquake safety protocols. The mountainous terrain surrounding Almaty makes it susceptible to flooding and landslides, particularly during the spring when snowmelt increases water levels in rivers and streams. Kok Tobe and other mountainous areas surrounding the city are particularly vulnerable to landslides. During heavy rains, travelers should avoid hiking or venturing into remote areas.
Road conditions in Almaty are generally good, but traffic can be chaotic, with aggressive driving common. The risk of traffic accidents is high, particularly during winter when icy roads and poor visibility are frequent hazards. Travelers should avoid driving themselves and instead use trusted transport services or ride-hailing apps like Yandex Taxi or Uber.
Almaty has a reliable public transportation system, including buses, trams, and a metro system. While public transportation is generally safe, buses and metro cars can become crowded, increasing the risk of petty crime such as pickpocketing. Travelers should be vigilant and avoid public transport during peak hours and at night.
