Tijuana, located in the Mexican state of Baja California, is a vibrant city known for its cultural fusion, close proximity to the U.S. border, and as a key economic and tourism hub. However, Tijuana is also one of the most dangerous cities in Mexico due to significant crime and cartel activity. Visitors should approach the city with caution, be aware of the local risks, and stay updated on safety measures.

The city is notorious for its high crime rates, primarily due to the presence of organized crime and its role as a critical point in drug trafficking routes. Although the Mexican government and local authorities have made efforts to improve security, crime remains a major concern. Tijuana is heavily influenced by cartel activity, especially between rival groups like the Sinaloa Cartel and the Jalisco New Generation Cartel (CJNG). Much of the violence stems from turf wars over drug trafficking routes into the U.S. While tourists are not typically the primary targets, collateral damage from shootouts and confrontations can pose a serious risk. It has one of the highest murder rates in the world, largely due to cartel-related violence. Homicides, armed robberies, and assaults are frequent, and the risk of violence is particularly high in certain areas such as Zona Norte and the outskirts of the city.

Tijuana’s homicide rates have been steadily increasing, driven largely by cartel violence. The U.S. State Department currently advises caution when traveling to the Baja California region due to these elevated risks.Cartel conflicts over territory and control of trafficking routes have intensified in recent months, leading to an increase in violence in specific neighborhoods. Travelers should stay away from high-crime areas and be mindful of potential threats.

Petty crimes like pickpocketing, ATM skimming, and theft are common, particularly in crowded tourist areas, markets, and public transport hubs. Tourists should remain vigilant, especially in busy areas like Avenida Revolución, Zona Rio, and around the border crossing. Also, increasing in popularity over the last few years, Express kidnappings (quick kidnappings for small ransoms) and traditional kidnappings for larger sums are a concern in Tijuana. Criminals may target both locals and foreigners, particularly those perceived to be wealthy or vulnerable. Visitors should avoid displaying signs of wealth and use secure transportation options.

Corruption is prevalent in Tijuana, particularly among local law enforcement. Tourists and residents may encounter demands for bribes during traffic stops or minor infractions. It's important to know your rights, stay calm, and avoid offering bribes directly. If stopped, request official identification and document the incident if possible.

Public buses and taxis are available, but tourists should exercise caution, due to the increased risk of crime. Driving in Tijuana can be hazardous due to poor road conditions, aggressive driving behaviors, and a lack of traffic enforcement. Traffic accidents are common.
