ETS Security Overview - Honduras

Honduras, located in Central America, faces significant security challenges, including high levels of violent crime, political instability, and economic inequality. The country has one of the highest homicide rates in the world, driven largely by gang violence, drug trafficking, and organized crime. Additionally, corruption and weak law enforcement contribute to a difficult security environment for both locals and foreigners. Understanding these risks is crucial for travelers, businesses, and international organizations operating in the country. Foreign visitors should exercise caution near the borders with Guatemala, El Salvador and Nicaragua. Travelers have been targeted by armed criminals after crossing the Honduran border into El Salvador.

Honduras is plagued by widespread gang violence, particularly involving two major gangs: Mara Salvatrucha (MS-13) and Barrio 18. These gangs are responsible for much of the violent crime, including extortion, armed robbery, and homicides. They control large parts of urban areas, particularly in cities like Tegucigalpa and San Pedro Sula, where their influence extends to local businesses, public transportation, and even law enforcement.

San Pedro Sula, located in the northwest of Honduras, is the country's second-largest city and an important economic hub. Despite its economic significance, San Pedro Sula has long been considered one of the most dangerous cities in the world due to extremely high levels of violent crime, driven largely by gang violence, organized crime, and drug trafficking. The city’s reputation for violence makes it a high-risk environment for travelers, businesses, and residents alike.

San Pedro Sula’s location along drug trafficking routes makes it a key node in the transshipment of cocaine from South America to North America. Cartels and local criminal organizations use the city’s infrastructure, including its seaports and airports, to move drugs. The influx of drug money has contributed to the proliferation of violence and the entrenchment of organized crime.

The presence of powerful drug trafficking organizations has led to an increase in drug-related violence, often in the form of clashes between rival groups or between gangs and law enforcement. This has resulted in high murder rates and a generally unstable security environment.  San Pedro Sula also has one of the highest homicide rates in the world. Much of the violence is gang-related, but innocent civilians are often caught in the crossfire. Kidnappings, armed robberies, and assaults are common, particularly in high-crime neighborhoods and poorly policed areas. While much of the violence occurs in lower-income areas, foreign nationals and wealthier residents can also become targets, especially for kidnapping and extortion.

Street crime, including muggings and carjackings, is a persistent threat, particularly in areas with low police visibility. Criminals frequently target individuals in public places, such as markets, shopping centers, and transportation hubs. The risk of violence increases at night, and many areas of the city become particularly dangerous after dark.

Travel by road is medium risk. The standard of driving varies throughout the region and drivers can lack discipline. Road traffic laws are not routinely enforced, and many rules are ignored, resulting in an increased risk of Road Traffic Collisions (RTCs). Vehicle hi-jackings and robberies are common, especially during the hours of darkness.

Law enforcement in San Pedro Sula is hampered by widespread corruption, underfunding, and inadequate training. Many police officers are poorly equipped to deal with the sophisticated and well-armed gangs operating in the city. Additionally, corruption within the police force and judicial system is widespread, with some officers accepting bribes or collaborating with criminal groups.

San Pedro Sula is vulnerable to natural disasters, particularly hurricanes, floods, and earthquakes. The city’s low-lying areas are prone to flooding during the rainy season (June to November), which can severely disrupt daily life and increase the risk of disease outbreaks due to poor sanitation. Natural disasters can also exacerbate security concerns, as emergency services may be overwhelmed, and criminal groups may take advantage of the chaos.
