ETS Security Overview - India

India is a vast and diverse country with significant economic opportunities but also a complex security environment. The country faces a range of threats, including terrorism, regional insurgencies, communal violence, political instability, crime, and cybersecurity risks. The security situation varies greatly across different regions, with some areas being safer than others. Understanding these risks is essential for businesses, expatriates, and travelers.

India has faced terrorism threats from both domestic and international groups. The most significant threats come from Islamist extremist groups, particularly those based in Pakistan (such as Lashkar-e-Taiba and Jaish-e-Mohammed), and domestic insurgent groups, including Maoists and separatist factions in the Northeast and Jammu and Kashmir.

Islamist militant organizations, including the Lashkar-e-Taiba, Jaish-e-Mohammed, and Indian Mujahideen, operate in the region and have claimed responsibility for several attacks over the years. The threat increases in the north eastern states and certain areas of southern India. Crowded locations including hotels, public transport and areas with a high presence of foreign travelers are vulnerable. Al Qaeda in the Indian Subcontinent (AQIS) and Islamic State of Iraq and Syria (ISIS) supporters are also active within India, particularly in Jammu and Kashmir. Indian security forces, civilians, and high-profile locations have all been targeted in the past.

Pune, located in the state of Maharashtra, is a rapidly growing city known for its educational institutions, IT industry, and rich cultural heritage. Despite its reputation as a relatively low risk city, Pune is not immune to the security challenges that affect other major Indian cities, including crime, terrorism, and civil unrest. While Pune’s risk profile is lower than that of larger cities like Mumbai or Delhi, it is important for residents and visitors to remain vigilant and aware of potential threats.

The city has been targeted in the past by terrorist groups, and security forces remain vigilant to prevent future attacks. In 2010, a bombing at the German Bakery in Koregaon Park, a popular area among tourists and expatriates, resulted in 17 deaths and over 60 injuries. The attack was linked to the Pakistan-based terror group Lashkar-e-Taiba (LeT). This incident underscores Pune’s vulnerability to terrorism, particularly in areas frequented by foreigners.

Petty crime such as pickpocketing, bag snatching, and theft from vehicles can occur, particularly in crowded places such as bus stations, markets, and tourist areas. Popular spots like FC Road, MG Road, and Koregaon Park are frequented by both locals and tourists, making them potential targets for opportunistic criminals. Travelers should be cautious in crowded areas and avoid displaying valuables.

Corruption is a concern across India, including in Pune. While it is not as pervasive as in some other parts of the country, travelers may still encounter demands for bribes, particularly in interactions with lower-level officials or law enforcement.

Pune experiences heavy rainfall during the monsoon season (June to September), which can lead to localized flooding and disrupt transportation. While Pune is not as prone to severe flooding as cities like Mumbai, travelers should monitor weather reports during the monsoon and avoid traveling to flood-prone areas.

The standard of driving in India is poor. Driving in Pune can be challenging due to heavy traffic, aggressive driving habits, and poor road conditions in some areas. Self-driving is not recommended for foreigners unfamiliar with local driving norms. If driving is necessary, it’s best to hire a local driver. Infrastructure is considered inadequate in relation to the amount of road users, therefore heavy congestion and disruptions are likely in the urban areas.  There is a high risk of road traffic collisions (RTCs) due to the poor driving conditions, unpredictable driving behavior and inadequate infrastructure.

Public transportation can be unsafe for foreign travelers. Overcrowding, frequent de-railing and fatal accidents are a major concern. Pune’s bus system is widely used by locals but can be overcrowded and uncomfortable. Theft and harassment are common on buses, and it is advisable for tourists to avoid public buses, particularly at night.
