ETS Security Overview - New Delhi

India is a diverse and dynamic country with a fast-growing economy, rich culture, and strategic geopolitical significance. However, its vast size and diversity also contribute to a complex security environment. India faces numerous security challenges, including terrorism, regional insurgencies, political instability, religious and ethnic tensions, and crime. These issues vary significantly by region, making it essential for travelers and businesses to understand the local context.

India has been the target of numerous terrorist attacks, primarily carried out by domestic insurgent groups, Islamist extremists, and Pakistan-based terrorist organizations like Lashkar-e-Taiba and Jaish-e-Mohammed. Major cities such as Delhi, Mumbai, Bangalore, and Kolkata are potential targets for terrorist activities, and high-profile sites like government buildings, transportation hubs, markets, and tourist attractions remain vulnerable. Major incidents of terrorism include the 2008 Mumbai attacks and the 2019 Pulwama attack in Kashmir. The Indian government has significantly increased counterterrorism efforts, but risks still persist, particularly in border areas and places frequented by foreign tourists.

Areas most affected by terrorism include Jammu and Kashmir, where separatist violence and insurgencies have persisted for decades, and parts of Northeast India, where ethnic insurgent groups operate. While the frequency of terrorist attacks in major urban centers has decreased, the threat remains, particularly in sensitive regions.

New Delhi, the capital of India, is a major political, cultural, and economic hub. It is a vibrant city attracting millions of visitors each year for business, tourism, and diplomatic activities. However, like any large city, New Delhi faces a range of security concerns, including terrorism, crime, civil unrest, and health risks. Despite significant improvements in infrastructure and policing, travelers should be aware of these risks and take appropriate precautions.

Violent and non-violent crime are persistent threats in India. Opportunistic kidnap-for-ransom, HNWI kidnap-for-ransom, and political kidnapping are potential risks to foreign travelers. Petty crimes like theft and scams are common, while incidents of more serious crimes such as sexual harassment and assault have also been reported. Pickpocketing, bag snatching, and theft are frequent in crowded areas such as markets (Connaught Place, Sarojini Nagar), transportation hubs, and tourist attractions (India Gate, Red Fort, Qutub Minar). Travelers should avoid displaying valuables like mobile phones or cameras and secure their bags when in public.

New Delhi has been the target of several terrorist attacks in the past due to its political significance. While security measures have been bolstered, the threat of terrorism remains, particularly from Islamist extremist groups like Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), and Islamic State (ISIS). Key locations in New Delhi, including government buildings, foreign embassies, public transportation, hotels, and crowded markets, remain potential targets for terrorist activities. Areas like India Gate, Parliament, the Red Fort, and high-end hotels frequented by foreigners are considered vulnerable.

Female harassment and verbal abuse are common in many areas throughout India. Women may face unwanted attention, including staring, verbal harassment, and physical advances. While India has taken steps to improve women’s safety in recent years, female travelers should remain cautious, especially when traveling alone. It is advisable to dress conservatively, avoid isolated areas, and use well-lit and populated routes after dark.

The monsoon season (June to September) can result in flooding in New Delhi, particularly in low-lying areas. Flooding often leads to traffic disruptions and increased risk of waterborne diseases. Travelers should monitor weather reports and avoid traveling in flood-prone areas during the monsoon season.

The standard of driving in India is poor. Local drivers regularly ignore road traffic safety and laws. Drivers are known to travel at excessive speeds where road and vehicle conditions are unsafe, this is more common on major roads and highways. Public transportation can be unsafe for foreign travelers.  Overcrowding, frequent de-railing and fatal accidents are a major concern.  Additionally, thieves are known to operate on public transport, travelers are considered vulnerable due to their perceived wealth. Where possible traveling by these means should be avoided.
