The country faces a range of threats, including terrorism, regional insurgencies, communal violence, political instability, crime, and cybersecurity risks. The security situation varies greatly across different regions, with some areas being safer than others. Understanding these risks is essential for businesses, expatriates, and travelers.

India has faced terrorism threats from both domestic and international groups. The most significant threats come from Islamist extremist groups, particularly those based in Pakistan (such as Lashkar-e-Taiba and Jaish-e-Mohammed), and domestic insurgent groups, including Maoists and separatist factions in the Northeast and Jammu and Kashmir.

Islamist militant organizations, including the Lashkar-e-Taiba, Jaish-e-Mohammed, and Indian Mujahideen, operate in the region and have claimed responsibility for several attacks over the years. The threat increases in the north eastern states and certain areas of southern India. Crowded locations including hotels, public transport and areas with a high presence of foreign travelers are vulnerable. Al Qaeda in the Indian Subcontinent (AQIS) and Islamic State of Iraq and Syria (ISIS) supporters are also active within India, particularly in Jammu and Kashmir. Indian security forces, civilians, and high-profile locations have all been targeted in the past.

Mumbai, the financial capital of India, is a bustling metropolis known for its vibrant culture, diverse population, and thriving economy. As a hub for business, tourism, and entertainment, Mumbai attracts millions of visitors each year. However, as with any large city, there are inherent security risks, including crime, terrorism, civil unrest, and natural disasters. While Mumbai is generally considered a low risk city for tourists and expatriates, caution and awareness are essential for minimizing risks.

Violent and non-violent crime are persistent threats in India, as is opportunistic kidnap-for-ransom. Petty theft, such as pickpocketing, bag snatching, and mobile phone theft, is common, particularly in crowded places like train stations, markets, and tourist attractions (Gateway of India, Colaba Causeway, etc.). Travelers should avoid displaying valuables in public, be mindful of their belongings, and exercise extra caution in crowded areas.

Mumbai has been a target for terrorism in the past, most notably during the 2008 attacks that resulted in significant casualties. While security measures have been strengthened since then, the risk of terrorism remains present, particularly in areas frequented by foreigners.This risk is higher in crowded public places such as train stations, markets, shopping malls, hotels, and religious sites. Popular tourist destinations and luxury hotels may also be targeted, as they were during the 2008 attacks. Mumbai has increased its security presence, particularly in areas frequented by tourists and business travelers. There is heightened security at major transportation hubs, such as Chhatrapati Shivaji Maharaj International Airport and major train stations, as well as at hotels and malls. Despite this, vigilance is necessary, and travelers should report any suspicious activity to authorities.

Corruption is a problem in India, including in Mumbai. Travelers may encounter demands for bribes, especially when dealing with lower-level officials or law enforcement, such as during traffic stops or at border control points. Bribery requests are common, particularly in administrative settings. Travelers are advised to avoid offering bribes directly and instead follow official procedures. If stopped by police, it’s important to remain calm, request proper identification, and not hand over money unless directed by official processes.

Female harassment and verbal abuse are common in many areas throughout India.  This is more prominent on crowded city streets and public transport. Female travelers should remain vigilant, avoid isolated areas, and consider dressing conservatively to minimize attention. 

Mumbai experiences heavy rainfall during the monsoon season (June to September), which can result in severe flooding, especially in low-lying areas. Floods often disrupt transportation, cause power outages, and lead to water contamination. Travelers should monitor weather forecasts during the monsoon season and avoid traveling in flood-prone areas. The frequency of severe monsoon flooding has increased in recent years, affecting transportation and infrastructure.

The standard of driving in India is poor. Local drivers regularly ignore road traffic safety and laws. Drivers are known to travel at excessive speeds where road and vehicle conditions are unsafe, this is more common on major roads and highways. Driving in Mumbai is challenging due to heavy traffic, poor road conditions, and aggressive driving habits. Self-driving is not recommended for foreigners unfamiliar with local traffic rules. If renting a car, it's best to hire a local driver.

Public transportation can be unsafe for foreign travelers.  Overcrowding, frequent de-railing and fatal accidents are a major concern.  Additionally, thieves are known to operate on public transport, travelers are considered vulnerable due to their perceived wealth. Where possible traveling by these means should be avoided.
