ETS Security Overview – Medellin

Colombia, a country known for its rich cultural heritage, biodiversity, and economic development, has made significant strides in improving security over the past two decades. However, it still faces ongoing challenges from organized crime, drug trafficking, guerrilla activity, and social unrest. These issues are more prevalent in rural areas and certain urban neighborhoods, but travelers should exercise caution throughout the country, especially in high-risk regions.

Colombia’s long history of internal conflict with guerrilla groups like the Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN) continues to pose a threat, though the FARC officially signed a peace agreement in 2016. Dissident factions of the FARC remain active in certain rural areas, particularly in regions where coca production and drug trafficking are prevalent. The ELN also continues to operate, primarily in remote areas.

In January 2019, a VBIED carrying 80 kilos of explosives detonated in a parking lot at the Colombian National Police Academy (Escuela General Santander). There were 21 fatalities and over 65 injured. The majority of victims were Colombian police cadets; three foreigners were also reported among injured and deceased.  The ELN claimed responsibility.

Medellín, Colombia’s second-largest city, has transformed dramatically over the past two decades from a city once synonymous with violence to a thriving hub for innovation and tourism. Despite this progress, visitors and expatriates should remain aware of certain risks to ensure a safe experience.

The city remains a strategic point for drug trafficking organizations. While tourists are generally not targeted, drug-related violence can occasionally spill over. Though violent crime is less frequent than in other Colombian cities, armed robberies can occur, particularly in less affluent areas or during nighttime. It is advisable to avoid flashing valuables or using your phone on the street as petty theft such as pickpocketing, bag-snatching, and theft of electronic devices is common, especially in tourist areas like El Poblado, Laureles, and the city center. Scams targeting visitors and tourists, such as taxis overcharging and ATM fraud are also common.

Driving in Medellín can be challenging due to traffic congestion, erratic driving habits, and narrow, winding roads in some areas. Road conditions are generally good in the city, but rural areas may have poorly maintained roads. Accidents are common. It is recommended to use secure transportation services to travel around the city, if possible.
