ETS Security Overview - Morocco

Morocco is generally considered a stable country in North Africa, with a robust security environment. The government maintains a high level of control and cooperation with international partners to mitigate threats, particularly in counterterrorism. However, like any country, Morocco faces risks, particularly from terrorism, political unrest, and petty crime. Its proximity to regions with heightened security concerns, such as the Sahel and Western Sahara, also contributes to the broader security landscape. While Morocco is a popular destination for tourists and businesses, visitors should remain vigilant and aware of evolving security threats.

Terrorism remains the primary security threat in Morocco, though the country has been highly proactive in dismantling terrorist cells and thwarting planned attacks. Morocco’s intelligence services and security forces, in cooperation with international partners, have successfully disrupted numerous extremist networks. Despite this, the risk of terrorism cannot be completely discounted, particularly in light of ongoing regional instability in North Africa and the Sahel.  The primary terrorist threat stems from Islamic extremist groups, including local cells influenced by Al-Qaeda and the Islamic State (ISIS). These groups are primarily focused on destabilizing regional governments and targeting Western interests.

Marrakesh, known as the "Red City," is one of Morocco's top tourist destinations, famous for its vibrant markets, historic architecture, and cultural sites. While generally considered safe for both tourists and residents, Marrakesh faces certain security risks, including petty crime, terrorism, and civil unrest, much like other major cities in Morocco. Although Marrakesh does not experience the same levels of political unrest or terrorism threats as other regions of North Africa, the city’s popularity among tourists makes it a potential target for criminal activities and, to a lesser degree, extremist threats.

Marrakesh, like other major Moroccan cities, faces a moderate terrorism threat. Morocco’s security forces have been highly effective in preventing terrorist attacks, but the threat persists due to regional instability and the presence of extremist groups in North Africa. Historically, Marrakesh has been targeted, with the most notable incident being the 2011 bombing of the Argana Café in Djemaa el-Fna, the city’s main square, which killed 17 people, including many foreigners.

Petty crime is the most prevalent security concern in Marrakesh, particularly in the medina (old city) and other crowded tourist locations. Tourists are often targeted by pickpockets, scam artists, and petty thieves. While violent crime is less common, like any big city it does occur.  There have been recent reports of muggings and assaults, particularly in less busy areas or late at night. Travelers are advised to avoid poorly lit or secluded areas after dark.

Morocco has a poor road safety record. In 2013, nearly 4,000 people were killed and over 100,000 injured as a result of traffic incidents.  Driving in Morocco can be erratic, aggressive, and even reckless due to varying driving standards, crowded streets, and a mix of vehicles, pedestrians, and horse-drawn carriages, particularly in the medina. Traffic congestion is frequent, and drivers should exercise extreme caution, especially at night.
