Uganda, located in East Africa, is a nation with diverse cultural landscapes, stunning natural beauty, and evolving socio-political dynamics. While it offers remarkable experiences, such as safaris and cultural tourism, there are important security considerations for businesses, travelers, and expatriates.

Kampala, the capital city of Uganda, is a bustling and rapidly growing metropolis that serves as the country's political, economic, and cultural hub. While Uganda is generally considered more stable than some of its neighboring countries, security risks in Kampala do exist, primarily related to crime, political unrest, and occasional terrorist threats. 

Crime in Kampala is a significant concern, particularly petty crimes such as pickpocketing, bag snatching, and theft from vehicles. These crimes are more likely to occur in crowded areas like markets, bus terminals, and busy streets. Violent crime, including armed robbery, carjacking, and home invasions, have also been reported, particularly in wealthier neighborhoods and in areas frequented by expatriates. Criminals are known to ride motorcycles and target those walking alone or in small groups; the risk is increased during the hours of darkness. Theft from hotels and vehicles are frequent, valuables that are on display make for easy targets.

Uganda faces a moderate threat of terrorism, particularly from groups such as the Somalia-based al-Shabaab, which has targeted Uganda in the past. The most notable terrorist attack occurred in 2010, when al-Shabaab militants bombed several locations in Kampala, killing over 70 people. While there have been no major attacks in recent years, the risk remains, particularly in public places such as hotels, restaurants, shopping centers, and places of worship frequented by Westerners and expatriates.

Kampala, like other parts of Uganda, poses several health risks, particularly related to infectious diseases such as malaria, cholera, and typhoid. Malaria is endemic in Uganda, and Kampala’s tropical climate makes it a high-risk area, especially during the rainy season. Healthcare facilities in Kampala vary in quality, with private hospitals generally offering better services than public ones.

Kampala’s infrastructure is developing, but the city faces challenges related to traffic congestion, poor road conditions, and a lack of reliable public transportation. Roads are often congested, especially during rush hour, and accidents are common due to reckless driving, poorly maintained vehicles, and a lack of adherence to traffic laws. The standard of driving in Uganda generally is poor; the majority of drivers are uninsured, and road conditions throughout the region, including Kampala, are substandard. Most local drivers lack basic road safety and ignore traffic laws.

Public transportation, including minibuses (known as matatus) and motorcycle taxis (boda-bodas), is generally unsafe for foreigners due to high accident rates and crime. Drivers are untrained and lack regard for other road users or traffic laws.  

Corruption remains a problem in Uganda, including within the police force. Foreign nationals may encounter corrupt officials, especially at roadblocks or traffic stops, where bribes may be solicited. While the Ugandan government has made efforts to reduce corruption, it remains a challenge, particularly in law enforcement and public services. Vehicles are stopped frequently on major roads by police officers through random checkpoints.  Bribes have been reported, and officers may fine individuals when no violations are present.
