ETS Security Overview – Istanbul

Turkey is a geopolitically important country located at the crossroads of Europe, Asia, and the Middle East, with a complex security environment shaped by its regional role, political dynamics, and internal security challenges. The country faces a range of threats, including political instability, terrorism, organized crime, and periodic tensions with neighboring countries. For travelers and businesses, Turkey offers significant opportunities but also presents significant security challenges. Political instability, the threat of terrorism, crime, and natural disasters create a complex risk environment for both travelers and businesses.

Turkey’s political landscape has been marked by growing authoritarianism under President Recep Tayyip Erdoğan, whose government has faced criticism for cracking down on political dissent, civil liberties, and press freedom. The 2016 coup attempt and its aftermath resulted in widespread purges of the military, judiciary, and civil services, as well as the arrest of thousands of journalists, academics, and opposition figures.

Political instability has led to periodic protests, particularly in major cities like Istanbul and Ankara, which can sometimes turn violent, with clashes between demonstrators and security forces. The government has maintained a strong security presence, and protests are often met with tear gas, water cannons, and mass arrests. Protests related to economic conditions, inflation, and political grievances are common and can disrupt travel and business activities.

Istanbul, Turkey’s largest city and its cultural and economic heart, is a vibrant metropolis that attracts millions of tourists and business travelers every year. However, like many global cities, Istanbul faces a complex security environment due to its size, strategic location, and political significance.

Turkey is considered a high risk location for terror attacks. Istanbul has experienced terrorist attacks in the past, particularly between 2015 and 2017, carried out by groups such as ISIS and the Kurdistan Workers’ Party (PKK). These attacks targeted high-profile locations such as tourist sites, airports, and public spaces. While the frequency of terrorist attacks has decreased significantly in recent years, the threat remains, particularly in crowded areas or popular tourist destinations like Taksim Square, Istiklal Avenue, and Sultanahmet (Old City). Security forces have a visible presence in many parts of the city, particularly at major transport hubs and tourist sites. While these measures have been largely successful in deterring attacks, travelers should remain vigilant and aware of their surroundings, especially in crowded areas.

Border areas are considered high risk, especially where Turkey shares the border with Syria and Iraq. There are currently ongoing military operations in these areas between the Turkish military and the Kurdish population.

Petty crime is the most common threat in Istanbul, particularly for tourists. Pickpocketing, bag snatching, and scams are frequent in crowded areas such as Grand Bazaar, Spice Market, Istiklal Avenue, Taksim Square, and on public transportation, including buses, trams, and ferries. Tourists are often the target of scams involving inflated prices at restaurants or fraudulent taxi fares.

While organized crime in Istanbul is not a direct threat to most visitors, it is present and mainly involves activities like drug trafficking, human trafficking, and smuggling. These networks are typically focused on local criminal activity and pose little risk to tourists or expatriates. However, businesses operating in Istanbul, particularly in sectors like logistics or construction, may be at risk of encountering corruption or extortion by organized criminal groups.

Istanbul is located near the North Anatolian Fault and is at risk of earthquakes. The city has experienced major earthquakes in the past, and experts warn of the potential for a significant earthquake in the future. Many buildings in Istanbul are not up to modern seismic standards, and while the government has taken steps to strengthen infrastructure, preparedness remains a concern.

Istanbul’s transportation infrastructure is modern and well-developed, though traffic congestion, especially during rush hours, can be severe. The city’s public transport network includes buses, trams, metro lines, and ferries, which are generally safe and reliable. The roads are well-maintained, but traffic congestion is a serious issue, particularly during peak hours. Aggressive driving and poor road discipline can lead to frequent accidents. Travelers are advised to avoid driving themselves and instead rely on taxis, ride-hailing services, or public transportation.
