ETS Security Overview - Mexico
Mexico is a diverse country with rich cultural, historical, and natural attractions, making it one of the top global tourist destinations. While many regions of Mexico are safe for travelers, the country faces significant security challenges, particularly in areas affected by organized crime and drug cartel activity. Violence related to cartel conflicts, as well as crime, can impact both residents and visitors. However, the risks vary greatly depending on the region. More than ever before, business travelers unaware of the risk distinctions from district to district, and neighborhood to neighborhood are either placing themselves at unprecedented risk or missing out on closing deals in places where the risk is manageable. Colima, a small state on Mexico's Pacific coast, is known for its beautiful coastline, rich history, and significant agricultural sector. Despite its size, Colima faces notable security challenges, primarily related to organized crime and drug cartel activity. The state’s capital, also named Colima, and its popular tourist destination, Manzanillo, are generally safer than more rural areas, but crime and violence remain concerns.
Petty crime, such as pickpocketing, bag-snatching, and theft, is common in tourist areas and public places in Colima, especially in Manzanillo, where travelers frequent beaches, restaurants, and markets. Colima has seen an increase in violent crime in recent years, primarily driven by organized crime and drug cartel activity. Violent incidents, including armed robberies, assaults, and shootings, are common, particularly at night and in areas outside of the main tourist zones. Tourists are generally not targeted, but the risk of being caught in the crossfire between rival criminal groups is present. Travelers should avoid walking alone at night, stay in well-lit areas, and use secure transportation options, especially after dark.
Colima is a hotspot for organized crime, particularly due to its strategic location along Mexico’s Pacific coast and the presence of the port city of Manzanillo, one of the largest ports in Mexico. The Jalisco New Generation Cartel (CJNG) operates heavily in the state, and much of the violence in Colima stems from battles between criminal groups vying for control of drug trafficking routes and other illegal activities. While tourists are not the primary target of organized crime, the general environment of cartel-related violence can pose indirect risks.
Roads in Colima are generally in good condition, especially in the main cities and along highways. However, rural roads can be poorly maintained, with potholes, limited signage, and occasional banditry or roadblocks related to cartel activity. Driving outside of Colima City or Manzanillo, particularly at night, can be risky due to poor road conditions and potential criminal activity. Travelers should avoid traveling at night and stick to well-traveled highways. Public transportation, including buses and taxis, is widely used in Colima, but safety standards vary. Petty theft can occur on public transport, and travelers should remain cautious. It is recommended to use registered taxis or ride-hailing services like Uber, particularly at night.
The region is home to the active Colima Volcano (Volcán de Fuego), which has experienced periodic eruptions. While volcanic activity is closely monitored by Mexican authorities, travelers should be aware of evacuation procedures in the event of an eruption and avoid venturing too close to the volcano without proper guidance. Colima is located in a seismically active region, and earthquakes are relatively common. Travelers should familiarize themselves with local emergency procedures and evacuation routes, particularly when staying in multi-story buildings.
A multitude of threats exist within Mexico, as per any other LATAM country. Whether Crime, Narco-Terrorism, road safety, or natural disaster, it is important to speak with our risk management specialists for information specific to your local area of operations and travel itinerary.
