ETS Security Overview - India

India is a diverse and dynamic country with a fast-growing economy, rich culture, and strategic geopolitical significance. However, its vast size and diversity also contribute to a complex security environment. India faces numerous security challenges, including terrorism, regional insurgencies, political instability, religious and ethnic tensions, and crime. These issues vary significantly by region, making it essential for travelers and businesses to understand the local context.

India has been the target of numerous terrorist attacks, primarily carried out by domestic insurgent groups, Islamist extremists, and Pakistan-based terrorist organizations like Lashkar-e-Taiba and Jaish-e-Mohammed. Major cities such as Delhi, Mumbai, Bangalore, and Kolkata are potential targets for terrorist activities, and high-profile sites like government buildings, transportation hubs, markets, and tourist attractions remain vulnerable. Major incidents of terrorism include the 2008 Mumbai attacks and the 2019 Pulwama attack in Kashmir. The Indian government has significantly increased counterterrorism efforts, but risks still persist, particularly in border areas and places frequented by foreign tourists.

Areas most affected by terrorism include Jammu and Kashmir, where separatist violence and insurgencies have persisted for decades, and parts of Northeast India, where ethnic insurgent groups operate. While the frequency of terrorist attacks in major urban centers has decreased, the threat remains, particularly in sensitive regions.

Bangalore, officially known as Bengaluru, is the capital of the Indian state of Karnataka and one of India’s major cities, known for its thriving technology sector and cosmopolitan atmosphere. Often referred to as the "Silicon Valley of India," The city is home to numerous multinational corporations, IT firms, and startups. While it is generally considered lower risk than many other Indian cities, Bangalore faces some security challenges, including crime, traffic-related risks, cyber threats, and the ongoing threat of terrorism. 

 

Bangalore has a relatively low violent crime rate compared to other large Indian cities. However, petty crime such as pickpocketing, bag snatching, and theft is common, particularly in crowded areas such as Majestic Bus Station, Brigade Road, Commercial Street, and KR Market. Tourists and expatriates are often targeted by criminals looking for easy opportunities, especially in areas with high foot traffic.

Incidents of scams and fraud targeting foreigners, particularly in tourist areas and airports, have also been reported. These can include inflated prices at shops or taxis, fake currency scams, or overcharging in restaurants and bars. It is advisable to be cautious when dealing with unfamiliar vendors or service providers.

While violent crime such as assault or robbery is relatively rare in Bangalore, it can occur, especially in isolated areas or late at night. Women should be particularly cautious when traveling alone after dark, as female harassment and verbal abuse are common in many areas throughout India.  This is more prominent on crowded city streets and public transport.  Areas which have a significant western influence are considered more culturally astute and therefore the threat is less prominent.

The standard of driving in India is poor. Local drivers regularly ignore road traffic safety and laws. Drivers are known to travel at excessive speeds where road and vehicle conditions are unsafe, this is more common on major roads and highways. Infrastructure is considered inadequate in relation to the amount of road users, therefore heavy congestion and disruptions are likely in the urban areas.  There is a high risk of road traffic collisions (RTCs) due to the poor driving conditions, unpredictable driving behavior and inadequate infrastructure.

Public transportation can be unsafe for foreign travelers.  Overcrowding, frequent de-railing and fatal accidents are a major concern.  Additionally, thieves are known to operate on public transport, travelers are considered vulnerable due to their perceived wealth. Where possible traveling by these means should be avoided. To mitigate risks, travelers should use ride-hailing services such as Ola or Uber or hire a private driver, especially when traveling at night or in unfamiliar areas.
