ETS Security Overview - Turkey
Turkey is a geopolitically important country located at the crossroads of Europe, Asia, and the Middle East, with a complex security environment shaped by its regional role, political dynamics, and internal security challenges. The country faces a range of threats, including political instability, terrorism, organized crime, and periodic tensions with neighboring countries. For travelers and businesses, Turkey offers significant opportunities but also presents significant security challenges. Political instability, the threat of terrorism, crime, and natural disasters create a complex risk environment for both travelers and businesses.
Turkey’s political landscape has been marked by growing authoritarianism under President Recep Tayyip Erdoğan, whose government has faced criticism for cracking down on political dissent, civil liberties, and press freedom. The 2016 coup attempt and its aftermath resulted in widespread purges of the military, judiciary, and civil services, as well as the arrest of thousands of journalists, academics, and opposition figures.
Political instability has led to periodic protests, particularly in major cities like Istanbul and Ankara, which can sometimes turn violent, with clashes between demonstrators and security forces. The government has maintained a strong security presence, and protests are often met with tear gas, water cannons, and mass arrests. Protests related to economic conditions, inflation, and political grievances are common and can disrupt travel and business activities.
Ankara, the capital city of Turkey, is the administrative and political center of the country. Although it is less frequented by tourists compared to Istanbul, Ankara is a critical hub for government institutions, embassies, and international organizations. While it experiences a relatively lower crime rate than Istanbul, Ankara faces security challenges related to political instability, terrorism, civil unrest, and, to a lesser extent, organized crime. Travelers and businesses should be aware of these risks and take appropriate precautions.
The city has been a target for terrorist groups, particularly in recent years. Between 2015 and 2016, the city experienced several high-profile terrorist attacks, including bombings attributed to both ISIS and the Kurdistan Workers' Party (PKK). These attacks targeted high-traffic areas, government buildings, and transportation hubs, resulting in significant casualties.
While the frequency of attacks has decreased due to heightened security measures, the risk of terrorism remains, particularly in crowded areas, government buildings, diplomatic missions, and military facilities. Authorities have increased their presence around key sites, including the Grand National Assembly, ministries, and major transportation hubs like Ankara’s Esenboğa Airport.
Border areas are considered high risk, especially where Turkey shares the border with Syria and Iraq. There are currently ongoing military operations in these areas between the Turkish military and the Kurdish population.
Ankara generally has a lower crime rate compared to other large cities in Turkey, such as Istanbul. However, petty crime, including pickpocketing and bag snatching, can occur in crowded areas such as Kızılay, Ulus, and near bus or metro stations. Foreigners may also be targeted in scams involving inflated prices at restaurants or bars, though these incidents are less common than in Istanbul.
Violent crime rate in Ankara is relatively low compared to other parts of Turkey, but incidents such as assaults and muggings do occur, particularly in less secure areas at night. Travelers are advised to avoid walking alone at night in poorly lit or unfamiliar areas and to use registered taxis or ride-hailing apps.
As the political heart of Turkey, Ankara is frequently the site of demonstrations, protests, and political gatherings. These events can sometimes escalate into violence, particularly if tensions rise between protesters and security forces. Protests in Ankara are often centered around political and social issues, such as government policies, economic conditions, and labor disputes. The Kizilay district and areas around Parliamentand the Presidential Palace are common locations for demonstrations. While most protests are peaceful, they can quickly turn violent, especially if security forces respond with tear gas, water cannons, or rubber bullets.
Road conditions in Ankara are generally good, but traffic can be heavy, particularly during rush hours. Aggressive driving is common, and traffic accidents are frequent. It is advisable to use public transport or hire a reputable driver rather than attempting to drive yourself, particularly if unfamiliar with local traffic conditions. Ankara has a reliable public transport network, including buses, trams, and the Ankara Metro. While public transport is generally safe, travelers should remain vigilant, particularly during peak hours when pickpocketing can occur. Security checks are common at major metro stations and bus terminals.
