Cuenca, located in Ecuador’s southern highlands, is the country’s third-largest city and a UNESCO World Heritage Site, well known for its colonial architecture, cultural richness, and thriving expatriate community. Compared to other major cities such as Guayaquil and Quito, Cuenca is regarded as one of the safer urban environments in Ecuador. Its higher altitude, relative geographic isolation from coastal trafficking routes, and strong community presence contribute to a generally lower level of violent crime.

That said, security risks do still exist. Petty crime, including pickpocketing, bag-snatching, and opportunistic theft, is reported in crowded markets, public transportation, and tourist areas. Criminals often employ distraction techniques, and visitors should remain alert in busy public spaces. Although incidents of violent crime are less frequent than in Guayaquil, they can and do occur, and police resources can be limited.

Cuenca has so far been less impacted by the escalating cartel violence and organized crime conflicts affecting Ecuador’s coastal regions. However, the nationwide declaration of internal armed conflict underscores that the country’s overall security situation is volatile and can shift quickly. Travelers and expatriates in Cuenca should maintain situational awareness and stay informed of broader national security developments.

Road accidents are common, especially during the rainy season or during the hours of darkness. Road conditions in Ecuador vary widely, with urban roads generally well-maintained, but rural and mountain roads can be poorly maintained and dangerous, particularly during the rainy season. Traffic accidents are common due to reckless driving, poor road conditions, and landslides in mountainous areas. It is advisable to use trusted transportation services, and visitors unfamiliar with driving in Ecuador should avoid renting cars in rural areas.  Ecuador has one of the highest death rates from road traffic accidents (RTCs) in Latin America (LATAM).
